Is there a non wifi FM tuner app?

I'm considering different OS for digital audio players, and some of them are Android. For the ones that are Android, is there a non wifi FM tuner?

And can someone verify if such an app works without wifi?

The other option is that I get a digital audio player that's not on Android, and has a FM tuner built in.
