Is there a way to boot phone without battery

My phone got pretty wet, battery dead. When I go to charge it a message comes up that says the temp is either to hot or cold. So I opened phone and removed battery so i can boot up and save my pictures and videos with power cable. When i plug in a blue battery just appears on the screen. Is there a way i can get it to boot with battery out. I really need to save some files.

I don't think so. I've heard that putting the phone and battery in rice draws out the moisture, so you might give that a shot.
