Is there a way to have hangouts/google chats notifications on the lock screen?

Try Dynamic Notifications....it lets you select which apps to get lockscreen notifications for, the look of those notifications and what actions to take depending on how you swipe it (up to open, left to dismiss, etc)...it's modeled after the Active Notifications on the Moto X
