Is there a way to install an app to a phone from a PC?

My Google apps are ruined. Normally, I could install an app using my PC by going to Google Play and selecting my device, then installing the app from there. However, since all of my Google apps are messed up, that is not working. My launcher is also ruined. The only thing I can access is my status bar, and the apps that are accessible from there (settings, wifi, location, etc.). So, I need a way to install an app to my device DIRECTLY. I have a ton of apk backups on my micro SD, but I can't access them since all I'm seeing is a black screen.

Any way I can go about this? I'm using an Alcatel One Touch Sonic with android 4.1.2.

I am pretty sure ADB can install apps, but if USB debugging wasn't enabled, I don't think that will work. I can't find anything on fastboot commands to install apps.

What happened to Google Play and your screen?

Unfortunately, the piece of Android that is needed for installing the APK is also likely going to crash. I see one way out of this - back up any of the stuff that's important to you (as much as possible anyway - pictures, videos, music) and factory reset.

That Android version is pretty old, it is no longer receiving security updates.

Update

I'm back in my phone. After a factory reset, I sent the .apk of a third-party launcher to my phone via Bluetooth, sent the most recent Google Framework and Google Play Services versions, and installed them.
