Is there a way to keep wifi off?

I turn wifi off, and sometime later it turns back on.

Apps>Settings>Connections>Wi-Fi, and make sure Auto-connect is turned off.

I always do that, but later it turns back on by it self.

Do you have the Sprint version? If so, try turning off the Sprint Connections Optimizer: Turn Sprint Connections Optimizer on or off - Samsung Galaxy S® 4

Thanks for your help. Yes, it is the Sprint s4. Just turned smart mode off. Will let you know if that works.

Ok, looks like that did it! For me, it is a privacy and security issue. Some big retailers are even tracking customers by their wifi signals as they browse through the stores.
