If so, does it work to manage both internal files and files from the sd card?

It depends on what you mean by manage, but if you plug the phone into your PC (and you have the manufacturer's drivers installed in your PC), you can manage the files in the internal storage (those you can get to if the phone isn't rooted) and the files on the SD card.

Wirelessly it can be done with either VNC (server on the phone, client in the PC) or a system like TeamViewer if you want to do it when you're not home but the phone is.
