Is there a way for the panels that we have for apps to continue to go around not have to stop? Sorry not really sure how to word it lol

You're talking about the app drawer? I know Nova Launcher has an option to allow it to loop. Not sure about stock.

App drawer. If you use a 3rd party launcher like Nova, yes.

It's called 'infinite scroll' in Nova and it can be enabled for the app drawer and/or your home screens.

For some reason Samsung removed the option from touchwiz in 2013 or 2014, I really liked the ability to scroll.

3rd party launchers have the option to do it as others mentioned already.
