My sister has an adapter that plugs into her gal s8+ and it has an hdmi plug to go into the tv. She can play movies without using hotspot or wifi. Is there something like that for my samsung j7 2016?

If the issue is you don't have home internet Roku could be an option. Samsung and Roku both use Miracast for their wireless sharing technology and you can cast your screen wirelessly to the Roku without a wifi network like Chromecast would require.
