Is WiFi calling & text avalable on Galaxy Express 3 AND Alcatel OneTouch?!??

I have friends in, 1 has a Galaxy express 3 AT&T & other has Alcatel Onetouch Safelink ..Can they make & receive calls & text over WiFi?? I'm finding yes but I can't find HOW to make them work.. PLEASE help?? Thank You. Have a Great Day!

Your phone needs a new enough version of Android to support the feature (6.0 ???)
Your carrier needs to support the feature.

If you have support from both, you then need to turn on the "wifi calling" feature when you want to use it.
