Issue adding apps to folders

I am not sure if this is an issue after the latest update as I did not try before the update. I can create a folder on the home screen, but when I try to add an app to the folder using the drag-and-drop method, it just moves the folder to the location of the app. I can not figure out how to add apps to the newly created folder. I am guessing I can do it through a 3rd party file manager, but I can not believe the basic folder functionality is broken. Anyone else encounter this?
