Issue with 4.3 Update after download

So after the 250mb file downloaded, phone did its usual restart and loading. Got a message saying the update was complete and phone was ready to use. But I checked in settings and it still says 4.1.2. Anyone know why this is or how to fix it? Thanks

UPDATE: Tried changing the date and now I can download the update....again. But this time the file size is 500mb?

The 500+ MB is correct.
