Issues after upgrading S3 to Android 4.3

Hey guys and gals,

Newbie to the forum, tried searching, but nothing showed up.

I upgraded to 4.3 last night and now it seems like the phone is re-downloading all my previous attachment downloads constantly. I will clear the notifications and they'll reappear again in 5 minutes. Here's what it looks like:

I've tried restarting the phone a couple of times and they keep reappearing. I'm not even sure what's causing it. Any ideas?
