It is possible to remap keycode with ADB without root?

I want to remap the keycode 217 (00d9) to open the camera. This keycode is the physical google assistant button in my phone but the stock rom have not a built-in option for it. I would like to know if is possible to do it without root, using ADB shell. I already tested all the apps in play store and the current options dont work.

You would need root and knowledge how to do that to a app.
