how to enable data to not want wi fi

If you open the Play Store, tap the menu button (three lines, top left corner) and make sure your account is selected. There, scroll down to Settings, find the 'App Download Preference' section and make sure that is set to OVER ANY NETWORK (Or to ASK ME EVERY TIME) so you can use mobile data over WiFi for downloads.
