No, it does not and most likely won't. The new Motorola phones have x8 processors which allow the Active Display to work without consuming much battery.

To be clear, you have the model names garbled so there may be some confusion. This forum is for the year-old phone, the Droid RAZR Maxx HD. It does not have an active display.

The new generation of Motorola phones dropped the RAZR name as well as the "HD," and they all have active display. So if your question was, "Does the Droid Maxx have the active display like the Droid Mini [and Droid Ultra]," the answer is yes. But those phones have forums of their own that you can find by navigating Verizon Droid Forums.

If your question is really about the (old) Droid RAXR MAXX HD, the answer is no.
 
I have heard that this application will take up quite a bit of battery life since the processor isn't setup to properly handle the application.

I've no doubt it would use more than the Droid Maxx since the RMHD doesn't have the same processor capabilities. I really wouldn't think it would be a lot more than the normal notification listener service built into the OS. I could be wrong though. Seems to be a popular app at any rate.
Besides, the RMHD has plenty of battery to spare anyways. :)
