I've read online that Louisville and western Kentucky are going to be getting lte but I haven't seen any changes in speeds still on evdo 3g

Once the LTE upgrade begins in your area you will start to find areas with LTE as they test and turn on LTE.
It is a very slow process so once it does begin expect a good month or two, possibly longer before it's complete to the point of Sprint officially announcing it. Even once it reaches that point it still will only be around half complete in your market as they continue to finish the process.
