The name of that app does not sound friendly. On Sprint we have Carrier IQ. Maybe it's similar?
Just did some searching (Here, XDA and a few others) and nobody seem to know what it is for. (strange)
Seems to be only on Samsung phones (part of TouchWiz), other then this all i have found are guesses to what it could be for.
