Can check make sure your speakers are clear from dirt or lint ?On my Pixel 3a I noticed that the app notification sound is low...even with all the sound bars set to max. I've restarted the phone and no change.
Try in safe mode .I blew a compressed air on the bottom speakers and still the sound is low...no lint is seen on the speaker openings.
