Just as an observation, if you have the December maintenance security patch, I've noticed that whenever you reboot your phone, the theme color doesn't default back to the normal color.

Oh damn sorry to hear that! You have noticed that when I now reboot my phone, that my theming color is what I've selected it to be. The only thing I have to always reselect is forcing override dark mode in the developer options. But whatever.
Might help if you mention what device you have...
Oh, I apologize. Should have mentioned that. Yep, 3XL on Verizon.

On my Pixel 3a I noticed that the app notification sound is low...even with all the sound bars set to max. I've restarted the phone and no change.

Can check make sure your speakers are clear from dirt or lint ?
 
I blew a compressed air on the bottom speakers and still the sound is low...no lint is seen on the speaker openings.
 
This type of low sound thing happened on the Nexus 5 era also with some monthly update then it got fixed the following month (if I remember correctly)
