Life One X 2016 - no USB file transfer?

Here's a weird thing... I plug in my wife's phone to copy some ebooks and music to it and the phone doesn't give me the usb options? I try mine, it works fine. Both are 100% identical in setup (OS, settings, options, etc). Any ideas?

You both have the same version of Android?

Exactly the same. I set them both up so, sure, there is a margin of error that nobody else has checked but I went through the essential things and everything is the same.
