Lifx lights and Inconsistent Google Assistant

Sounds like, for some reason, the main account (you) has control of these devices but not the secondary accounts (you wife's). I would try logging into your wife's account on your Note 10. If this is the reason, then you will still see the same 'issue' on your Note since it's now on her account (or viceversa, log into your account on hers and then it should work).

Like Almeuit said, maybe you need to grant control or add the devices to her account as well. I've only used these with smart speakers so anyone can control the devices from there, but that's using my account.

Thanks. Do you mean her Google account on my device or Lifx account? I am already logged into my Lifx account on her device. All devices are available in her Google home account on her device, and she can control them all by clicking in either the Google home or Lifx app, but she just can't control them with her voice. It just does an internet search rather than controlling anything. The weird thing is her phone doesn't even respond to the 'sync devices' command. Seems more like a problem with Google Assistant to me for this reason.
 
Her Google Account. I know that on speakers at least, if the user isn't added to the authorized list, they can only do so much (like not being able to trigger your calendar readout if their voice doesn't match your authorized accounts).

What you're describing with other issues like Sync does sound like an Assistant issue, so to test out I still suggest you try the accounts in both phones (her account on your phone or viceversa), but first I'd try removing her account from her phone and re-adding it to see if that helps with the sync issue and maybe fixes whatever is going wrong on her Assistant app. As usual, clearing the app's cache/data might also help (although that might prompt a couple setting resets but might be worth a shot)
