linking phone to laptop

Is there a way to control my Android (kitkat 4.4.4) by way of a usb connection to my laptop. It runs Windoows 8.

What kind of control are you talking about? If you connect via USB, you can explore the phone's storage using Windows Explorer. If you want to actually operate the phone, try using something like AirDroid, which works over wi-fi.
