G+ will do that if you enable auto backup for photos. I have a Moto X and a Samsung Galaxy Note 10.1 (2014), I can see pictures from my phone on my tablet. If you enable the auto backup and select full size, they count against your storage allowance on your Google account, if you select the reduced size, they're "free".
It's not a direct connection between the devices, they both need network connections to communicate with G+ and you can set it so it only uploads when on WiFi. Also, you're "stuck" using the Google 'Photos' app rather than Samsung's Gallery.
