This is probably a stupid question, but here goes:
Is it possible to hear voice telephone messages on an Android so that I can screen and answer if I choose to? Like on a landline. Is there an app for this? Thanks.

Do you mean like to pick up the phone while they are in the middle of leaving a message? I don't think so. most voicemail apps that I have used don't allow this.
The voicemail is usually recorded by a server/service contracted with your provider and then presented to your phone once complete. With the capabilities provided by your carrier, there is no way to do what you want.
Google Voice, however, WILL allow you to do that. You'd either be changing the number you provide to people or changing the number on your phone and porting your number to Google Voice then setting your phone up as a destination device. I believe this is only available for the US though. There are then ways you can "screen" a call and interrupt the voicemail recording to talk to the person if you want to.
