Live talking ads popping up!

These loud talking ads are interrupting while I'm talking on my phone. They are coming on in the middle of the night, waking us up. They are coming on in my purse. I can't enjoy my new galaxy S9 at all. It's absolutely rediculous. I'm sick of it

Do a factory reset and dont restore.
Install only essential apps.

Set it to boot in safe mode.

I know you mean well, but I'll put it in order.
To be certain it's a dl app causing the problem, place the phone in safe mode and see if it persists. If no, it's a 3rd party app, and you should delete apps starting with the newest and include all battery savers, boosters, flashlights etc.
If in normal mode after all that it still persists, turn off synching and playstore auto update and factory reset the phone. Then begin adding only essential apps 1 at a time.
