Lock screen rain never ends?

Hi all,
Under Customize Lock Screen in Settings, I have "Weather animation" turned on, because I thought it would be fun.
On Sunday, it was rainy all day, and the lock screen showed rain.
On Monday, it was clear and sunny, and the lock screen still showed rain. After several hours, I restarted the phone and the lock-screen rain went away.
On Tuesday, it was rainy all day, and the lock screen showed rain.
Now it's Wednesday, it's clear and sunny and bright, and the lock screen shows rain. Is there some known bug that prevents the lock-screen weather from updating?

I'm sorry, I don't know how to do that. I did a web search, but my google-fu is weak today. More details? TIA
On my homescreen just below the temperature shows the date and time the app was updated. There is a refresh" button" to resync. Also, if you tap on the app press the menu (3 buttons on top of each other) and change your auto refresh in settings.
 
There is no "app". This is the lock screen. Here is a photo of my lock screen (note the rain!) (by the way, today is a sunny, beautiful day again):

I thought maybe you might have been referring to the Google weather widget? I don't have that on my home screen. But I added it, just in case:

As you can see, there's no refresh button, no sync time displayed. I really don't know what you're referring to, sorry.

Well... hmmm. I had thought that this was an Android 9 feature, but maybe it's something that was added (read: "botched") by LG or T-Mobile. The phone is an LG V30, and T-Mo is my carrier.

Ok, so it has to get it's info from somewhere , check LG weather widget or app for any settings to change the refresh update to weather
 
If you find the correct LG weather app, then you could also try turning off Battery Optimization for it in the system settings.
 
The weather lock screen is affected by the weather app. Change the refresh time to the shortest possible option.
