locked in my note 10.1 help

i have a rooted note 10.1 andy settings apk got deleted and i had no accses tp nothing in my setting,wi-fi,bluetooth i cant connect to nothing so i figured since it was slow and laggy because memry was low i did a factory reset and apperently so did my catch everythong so now i have no settings and also no backup in recovery no apps and nothing to open or install and still cant connect to wi.blth.and cant acsess developers mode
