i havent used my phone for 2 days and when i opened it it said to start android please enter your pattern and i forgot about it since i used fingerprint instead and after trying to enter my pattern it said after 10 failed attempts device data will be wiped i tried hard resetting but it says device state locked so i cant restart bootloader
But my question is what does device will be wiped mean? does that mean it will factory reset or make the phone completely useless and cant be used any more?

It means all personal data will be deleted (just like a factory reset). However, if you said you tried factory-resetting it and that also was blocked, the phone has Factory Reset Protection (and you need the original Google account and password that set FRP up or it won't let you start the device), the data will be wiped but the phone will still be unusable unless you provide the right credentials to finalize the factory wipe.

You can try logging into your Google account on Play.Google.Com and accessing your device list there and from that list reset the device's password. That should grant you access if successful.
