When we receive Lollipop 5.1.1 update, should we boot recovery mode, wipe cache, and then reboot and install all our apps and then configure our apps ... all over again, like we did when we first got these awesome gizmos?

I would back everything up, and do a factory reset. This will allow the framework to completely rebuild itself.

Between major version updates like going from Kit Kat to Lollipop is recommended to do a factory reset, but if you didn't do it and your phone is working fine, then great, but our phones came with Lollipop already installed, 5.0.2, so going to 5.1.1 is not a major update, just bug fixes mostly, so if you do a Factory reset it won't do no harm other than needed to redo all your settings after whatever backup/restore process you do, but I'd just do a Wipe Cache partition as it's strongly suggested after every upgrade and go from there, in my experience, that's all is needed in this kind of update.

FYI, doing a Wipe cache Partition won't delete any data, apps or even regular OS files on your phone, it will simply delete the Cache partition files, just files that are written by the OS to do it's background work, if I can put in simple words.

so factory reset first, then wipe cache

or wipe cache then factor reset?

In theory doing the Factory reset should be enough, but as an old habit I always do the Wipe cache Partition first, it takes a second (for all the devices except a Moto G 2014), then do the Wipe Data/Factory Reset.
