Lollipop, all carriers?

HTC has said they will update the One (M7) to Lollipop. Let's say (insert carrier name here) would rather see us buy new phones and don't want to spend the money and effort to get the M7 up to date. The M7 will be almost 2 years old when the 90 day window HTC has imposed on itself to update. Is this a decision the carrier could make or does HTC insist they update? I guess to make my question simpler, can the carrier say they are not going to update?
 
If the device is locked to a carrier, say o2, then its up to o2 to release the update yes. Unlocked models will get it straight from the manufacturer.

So you are saying if I get my AT&T phone unlocked by AT&T, I will get the update from HTC?
 
Do you mean unlocked as in it takes any sim? If so, then its still an at&t branded phone

I think it would be a huge PR hit if a carrier refused to update a phone that had an available update from the manufacturer. I can't see any of the major carriers doing this. Just like we judge the manufacturers on how quickly they update their phones and buy accordingly, the same would happen with carriers.
