Looking for a way to make a Banner

I have the galaxy note 2 from Verizon and the one thing that I would like to do is make a banner on my home and lock screen. My old android devices was able to do this, but i can't seem to find the setting on my GNote2. any help would be great because I am sure that I am just looking right past the option for it.

Owner Information setting? Go to Menu, Settings, Lock Screen, Owner Information.
