Usually tablet SIMs are only data-enabled. You can't send/receive calls/texts as you would on a normal phone. Furthermore, the radio hardware in your tablet, though capable of connecting to your carrier's network, it's only equipped to do so on the data channel, not the voice one (which is actually the one carrying calls and/or texts). Theoretically, you could only send or receive MMS as those do travel through the data channels, but again, the SIM and carrier registration limit this.
You can, however, get a Google Voice number and use that for calling/texting via mobile data and/or WiFi.
