Lost Access to Various Areas of my Phone

I've never had an issue with my Nexus 4 since purchase. Have been running rooted with Cyanogenmod 12 updates with no unusual issues until cm-12-20150301-NIGHTLY. After that lower navigation buttons wouldn't work. Could not drop down settings. Reverted back to previous night's version and had the same issues. Did a full wipe using Nexus Root Toolkit and went back to stock 4.2. Pressing on forward and backward buttons during Google setup does nothing. Still no access to drop down settings. Could probably fix this if I could turn on USB debugging instead of booting into Recovery to use Toolkit, but can't there from here. Helpful advice please?
