Can I locate a lost phone by obtaining the mobile up address? If not what other option may I use to locate the phone. Can I remotely install adm by obtaining ip address even if a factory reset has been done

You would have had to have adm setup beforehand I believe. But I will move this to the g3 forum for more visibility

I don't believe the IP address will help you. Unless you get the carrier involved and they would only help if this were a legal issue.

ADM would have to be set up on the phone prior to losing it. :-\

Yes, you can locate a lost phone. Use "Find My iPhone" or "Android Device Manager". If this is not possible, you can use these services to lock your phone and show a text message like "Lost my phone, call me 201-222-3333".
