M9 no settings icon - can't reflash either

Just bought a second hand M9 that doesn't have the settings icon and can't get into them with the pull down menu either. Was hoping I could just do a factory reset and that would sort it but is proving more difficult. It's on version 4.14.401.7, I have found newer versions but they fail when I try update it. When I go to boot loader it says:
Software status: Official
Locked
S-ON
and because I can't get into the settings I don't think any of that can be changed from what I can see. I can't find a recovery image or the 4.14.401.7 RUU to just try reinstall that. Bit of a novice when it comes to reflashing etc so hopefully what I have written makes sense.
Has anybody had a similar issue or know where I can find the 4.14.401.7 ROM or just anything I can try?

Is it possible you got a special locked down model? For Republic Wireless maybe? They do some strange things to lock down their phones, the one's they give to you for next to nothing!
 
Is there any way to tell? Wasn't sold to me as that but I bought it off Facebook so still possible. It's also having other issues now, like when it starts up it just sits at the white HTC screen and won't let me do anything. If I take the Sim tray out the message pops up over top, click ok and it goes back to the HTC logo.
 
I'm working on getting someone here who knows more about HTC phones.
 
You MIGHT want to check here, your device MIGHT need to have it's bootloader unlocked. HTC is pretty good about this, BUT its an advanced user type operation. Check here....

Yeah thanks, I have already tried that and it does need to be unlocked unfortunately
