mA usage alarm while phone is asleep?

is there an application that will let me know if the phone is drawing a certain amount of current while the phone is supposedly asleep? for example, i want to be able to set it so that the application will alert me if the current draw of the phone goes above 90mA while the phone is asleep. my phone draws around 300+mA when it is in use so the app needs to be able to distinguish if the phone is in use.
