Does the mail go on manual fetch mode under power save mode?
I have power save Mode on all the time and I have to manually refresh to get mail.

Quick way to answer your question would be to turn power save off and send yourself an email and see if it pushes.

Also no need for power save mode all day every day save it for the last 15% or so, you should get 2 days out of this phone without it.

How is your email setup? IMAP, POP3, Gmail?
