Manage High Power Usage Apps

In Android N under battery options there is an option to auto close high power usage apps
I have tried to switch the option off, but it keeps switching itself back on

How do I make it stay off?
Alternately, can I specify one app to be allowed high power usage?

I looked, and this isn't on my Pixel. I'm guessing it's a bug in the ROM.

I just checked my settings under Battery. Manage high power usage apps option is turned off.

Have you booted to the stock recovery and cleared the system cache?

I managed to switch off the option (not sure what I did different this time)
Tried out the high power app that has been crashing.
It still crashed, but nothing was logged
