Managing apps for data usage

So in my recent upgrade from my old trusty Galaxy S2 to the HTC One, I'm enjoying AT&T's LTE data speeds. But I also am noticing more significant data usage and battery drain. In trying to control these more, I am finding that turning off mobile data when not on wifi saves quite a noticeable amount of battery and of course doesn't chew up my data (we're on a 1gb per month family plan for 2-devices).

I don't need to use much data when I'm away from wifi (home and work) but some apps I would like to keep on when I'm strictly on mobile data like Gmail and Google maps. I don't need Facebook, Score Mobile, or Stock updates when I'm not on wifi.

Is there a good app that would allow me to manage which apps are allowed to use data when away from wifi but block all other app's data use until I return to wifi?
 
I think this is built in (unless it's a Samsung add-on, but I don't think so).

On my GS3, I can go to Settings / Data usage. If I scroll down, I see a list of all apps and the amount of data each has used. If I tap on a specific app, I get a page with a checkbox that lets me disable background data when not on WiFi for that app. So I can go through and check that box for every app except for Gmail and maps, for example.

There is a build in in the One but it just allows you to block data, foreground or background. No choice on Wifi vs. Data.

Actually, I am wrong, it is on the HTC One also -- my bad. Settings/Usage, scroll down, choose an app.

Although, it doesn't look like you can restrict the Android OS, so shutting of Data when not needed is the safest bet if you are on a small data plan or near your cap.
