Managing Nexus 7 with chromebook

Hello,

I've got a 2012 Nexus 7 that is running it's most current OS. As others have noted, this makes it run incredibly slow and is almost unusable sometimes. I know that I need to roll back to an older version of CM. Here's the problem, I only have a chromebook now. Is it possible to still use something like the wugfresh toolkit from a chromebook? Are there any other options that dont involve finding a friend with a windows machine?
