So, yesterday I was trying to take a picture of a cat who invaded my house in the night haha. When I tried to take the picture, focusing took so long resulting in blurred pictures (this one is the best of them).
What configuration in manual mode should I try to make easier/faster to focus in low light?

Autofocus depends mainly on the tech employed and how fast it can lock focus based on the amount of light that's available.

The V20 has focus peaking, so you can try using manual focus and taking advantage of that feature to try to "flick focus".
 
I read someone on here that suggested setting shutter speed to 1/50" or maybe it was 1/60", then set ISO as needed for better focusing speed. I haven't tested it myself, though. Like the guy above me suggested, try manual focus and focus peaking. With focus peaking, the objects in focus will highlight green.

As a side note, it look into cleaning off the lens. There seems to be some haze in the image, in addition to focus blur, which could affect focusing ability.

Honestly the best settings for me for ultra fast focus and low light combination is:

ISO: 1200-3200 (depending on the lighting)
S: 1/50

Low light is only good for still shots and auto mode already does a great job with that, it's just that focus speed is terrible in auto mode.
 
Set ISO between 400-800 and turn on the flash. Manually focusing will mean that the phone wont have to choose the correct focus when you press the shutter button especially if movement is involved. So in that case when you press the shutter button the phone will simply take the picture. Plus a low ISO with a decent shutter speed of 1/50 or higher will produce crisp results in low light without having super grainy or overexposed images.
 
There's also an app called High Speed Camera (free and paid versions). It can shoot pictures very fast. Quality is only 1080p though. You can keep the flash on while taking photos for better quick focusing.

3200 packs a lot of noise. I only use it when I have to.

Yeah, even 1200 is going to produce a lot of noise. Those high ISO settings are really for emergencies only, like if you see Elvis in a UFO at night and it's taking off. :-p

At 3200 ISO I am often mistaken for Elvis. Not the fat Elvis.....well not the skinny Elvis either.

Use manual focus for instant shutter response... Get your shutter close to 1/60
