Marks from phone cover causing touch sensitivity problems

As in the title, I have a wallet/case for my note 9. There seems to be 3 horizontal scuff marks across the screen (which line up with the seems of the case) and when I slide my finger across them it seems to lose touch sensitivty. If I was scrolling it would stop or at worst think I tapped the screen and open a link/press a key.

Is there any way to fix this problem? Its not easily seen unless the screen is a little oily and then you can see 3 very distinct lines where I am having the problem
 
Welcome to Android Central! Is there a screen protector on as well? If so, try taking it off.
 
Hi no there is no screen protector. I have put some drops of water on the screen to test the coating and the water seems to pool exactly where the marks are, everywhere else the water "beads"

Do you think the scuff marks could cause a dropping of touch? The lock pattern goes right across it so unlocking the phone can be a pain at times.
 
Hmm. I wonder if it could be the oleophobic coating wearing off where those seams are, and that somehow affects the touch? From that standpoint, it might actually be worth trying a screen protector as a workaround.
 
I think I will try use one, hopefully that sorts it out.

Is there a way to repair or recoat the screen?
 
I'd guess that repair would simply involve replacing the screen. Not sure about re-coating (if that's actually the problem in the first place).
