Maybe I can get suggestions instead of hiring an IT guy?

I run a company and I thought maybe instead of hiring an IT to set up what I need, I could ask for some suggestions of apps I could use. I have a fleet of trucks with freezers. I found an app called GPS Fleet that records where the trucks go, alerts me when they're speeding, where they stop, how long, alerts me when a truck enters an area it's not supposed to be in, even alerts me when the truck isn't running. What I need to figure out is an app that records sales from the barcode scanner, the times, amounts, and locations of the transactions. I'd also need an app that's connected to a thermometer in the freezer and alerts me when it gets above a certain temp. Also, an app that connects to the cameras on the truck live, and records 24/7. If possible, I'd like to find a way to be able to shut down the truck (shuts off the engine like in Bait Car) from my tablet. I know this is a lot, but any suggestions?
