Welcome to Android Central! It's almost certainly a system app. Which phone do you have?

You can try clearing its cache and data, then force stop it.

Does it persist after a reboot?

It's usually advisable from a performance and security standpoint to keep your phone up to date, so if MIUI 14 is officially available for your phone, I'd update it.
yes it stays after reboot

i will update my phone and comeback if i still have the issue

I recall in the past that the Media Scanner system app could sometimes cause issues if there were a corrupt media file in storage somewhere, often on an SD card. It's possible something similar is happening with Media Picker. If you have an SD card inserted, try unmounting it (if the option is there in the Settings>Storage menu) and removing it as a test.

When you open your battery stats page and see it listed on top doesn't necessarily mean it's the cause of your battery drain well maybe for that moment, if you were to watch 45 minutes of YouTube videos it would be right at the very top also , you would need to see if it's staying up there over a course of a few days to know if it's a problem. If it does then stst looking at media your using .
