MediaTek MT6592 Flashing to Verizon Wireless

[AC Question]

attempting to flash my new mtk 6592. everytime i attempt to connect it to windows 7 it will show up in device manager and then disappears 2 seconds after plugging it in. Drivers were installed to allow access. i've attempted to connect to multiple pcs with multiple cables and device disconnects after 2 seconds.Anyone have any clue on what could cause it to do that?It does allow me to connect when the phone is turned on through usb storage but not when it is off.

also i'll take the battery out and it connects then disconnects
