Message After Phone Has Booted

I've noticed recently with my Galaxy S6 that the following message pops up.



Any reason why this message pops up? Is that normal? Please let me know. Thanks.

it is an app. probably one related to your carrier. usually carrier apps need data on so they can show the remaining minutes and texts.
