Messages won't send

I need help. I have been trying to send a message all day on the GS4 mini and it will either get stuck on "sending" or it will say "cannot be sent" I have service. I tried removing the battery, restarting it, basically everything and still can't get messages to send. If anyone could give me advice, it would be greatly appreciated. Thanks

Who is the carrier? Are they mms or sms messages? And are you using the default app?

I sent a text and it was over 160 characters, it converted to mms and wouldn't send without wifi or internet on, my old HTC would send them up to 450 characters as a text message. is this usual or is it o2 who have capped me at 160 characters.
