Minimum data plan required to enable Mobile Hotspot on phone

I have the 4GB Mobile Share Value Plan with one phone--a Moto X--attached. I'm financing the phone using the AT&T Next plan, if that matters.

My question is about enabling the Mobile Hotspot feature on the phone. The confusing thing is that...it works! (It works really well, actually: 6Mbps down, 5Mbps up.) According to the AT&T support page below, you need at least a 5GB plan to create a Mobile Hotspot. Did AT&T reduce the minimum plan required to enable the feature, or am I going to see some surprise charge on my bill? Not talking about the data use itself, just to enable the function.

I coulda sworn hotspot came with all share plans since last year...I had it on my old 4gb share plan

Did you miss this part.

You must have a Mobile Share or a DataPro 5GB

The 5gb requirement is part of DataPro.
