Missing update patch on huawei nova 3i

I purchased this phone on February,but until now i didn't receive any security patch or upgrade to Android 9, last patch on December 2018.
I tried checked Update many times but same issue,also tried by hicare & hisuit always show massage i have last update with build number:
INE-LX1 8.2.0.131 (C185)
when im pressed on current version for change log it is no i formation

Do you think it has something to do with the ban?

No i didn't beacuse i didn't receive any update before that.

Yes, i tried and i recovered software but it's not work also format a device but same problem :/

I would contact Huawei see what they say, I think you tried some good options but didn't work out.

i contacted with him by live chat on hicare also they don't have any idea and asked me to send a device for service center, i think will do that next week.
