MMS over wifi

I know that a google search pops up all kinds of things, but none of them really address my question.

What did the Kit Kat (4.4.4) update do to the droid (maxx, ultra, mini) that allowed MMS to work over wifi (data turned off)? Can i make a change to 4.4.2 to make this work?

My rooted droid mini 4.4.2 cannot send/recieve MMS over just wifi, no matter what version of Google Hangouts I use.

My wifes unrooted droid mini 4.4.4 and my brand new 16gb Maxx 4.4.4 can both send/recieve MMS over Google hangouts (old version and new version)
 
Are you sure that data isn't being toggled on temporarily to send the MMS message and then turning off again on the 4.4.4 Maxx phones? That's what should happen, and if it didn't happen on 4.4 or 4.2.2 (the Mini never had 4.4.2), I suspect that this was a bug fix that came with 4.4.4.
 
My droid mini is on 4.2 for sure. And when i send SMS with mobile data turned off, i watch the status bar, the mobile data signal never comes on, but maybe its just turning on in the background.

Regardless. I wonder if there is a way to make it turn on on its own and then back off again on 4.2.
 
I may be wrong but I think the Verizon app "Message+" will do what you want. Not Messages but Message+. It is a much under rated app.
