Mobile data management question

I set a limit of 2 gb for the mobile data usage on Pixel 2, and that has been now reached. I get a notification from Android system that says "Mobile data limit reached. Data paused for the rest of your cycle". However when checking in settings I see that Mobile data is still on. Misleading, or do I not understand the above notification correctly?

Mobile data is still on, but is it being used? The mobile data might be kept on so that you can still access MMS messages (which requires mobile data to be on, but shouldn't count against your monthly mobile data allotment).

You are right! Just checked consumption on provider's website and it is zero since I set the limit to 2 gb. Thanks!!
